A. Burkhalter, Jr., USN Director, Intelligence Community Staff SUBJECT: FBIS Translations on International Terrorism 1. In May 1982, the Intelligence Community Staff, Office of HUMINT Collection, sponsored and funded an experiment for the translation by FBIS of backlogged Community holdings of foreign-language documents on international terrorism. This was done with the understanding that should the translations prove to be of intelligence value, the effort would be continued and institutionalized. 2. We have been apprised of the positive results of the consumer survey regarding this pilot project; this evaluation indicates that there is a distinct role within the Intelligence Community for such translations by FBIS, disseminated as a JPRS serial publication. We believe that a solid case has been made for continued FBIS translation of this material, particularly in light of Interagency Intelligence Committee on Terrorism (IICT) interest and that committee's stated willingness to establish a mechanism to ensure proper selection and screening of materials to be translated. 3. I therefore request that FBIS make the appropriate budget adjustments to accommodate these translations, concomitant with its responsibilities assigned under Director of Central Intelligence Directive Foreign Broadcast Information Service (20 July 1982), to act as a service of common concern. We suggest that FBIS initiate budget reprogramming action for FY 83; funding for FY 84 might be accomplished by including an FBIS component in the CIA budget's counterterrorism theme. 4. Both the IICT and the Intelligence Community Staff, Office of Program and Budget Coordination, have agreed to this arrangement, and we are assured that such budget adjustments would receive their support.
