Attached is the revised Collection Plan on ~ 25X1 containing agreed assignments of collection responsibility. This revision follows an assessment of collection and reporting in response to the previous edition. The findings of this assessment are reflected in Part III (The Collection Problem) of the new Plan. In sum, there are new pressures on the HUMINT collectors to produce more information that would assist i ing advantageous US policies vis-a-vis both 25X1 Except for certain install+ations, HVMINI ins 25X1 vir ua ly the only source of information on nternal 25X1 affairs, including policymaking in all areas. National HUMINT Collection Plans, issued under the authority of Executive Order 12333,.are comprehensive statements of HUMINT collection responsibility for designated US Government agencies. Responsibilities assumed by your organization (and those collection/reporting elements under your management or control) are as indicated for the national intelligence objectives listed in Part II (National HUMINT Objectives and Responsible Collectors). Other matters relevant to HUMINT reporting or collection which may perta your organization are noted in other parts of the Plan. 25X1 3. For CIA/DDO: Your attention is invited to collection objectives 1, 2, 5, 9, 10, 13-17, 22-24, 26 concerning which the following agencies accepted collection responsibilities: ICA, Commerce, DEA, and Energy. In accordance with DCID 2/8, you are requested to collect and process information from these agencies. You are also requested to be alert for opportunities to collect against those objectives from agencies with which you are inct which have not been specifically designated in the Plan. 25X1 5. For State/D/INR: Also a letter forwarding the Collection Plan to I would appreciate 25X1 your arranging for its transmittal, as well as co ies of the Collection Plan to the Chiefs of Mission in 25X1 25X11 6. For agencies with production/analytic responsibilities, I request that copies of this Plan be provided to the appropriate office(s) of your organization. Analysts wishing to levy amplifying requirements under an objective in Part II of the Plan are urged to cite the objective and forward the requirements through established requirements channels to the.agencies or departments with designated collection responsibility.
