1. Three sensitivity categories of controlled access programs
are defined as:
A. HANDLE VIA CONTROL SYSTEM ONLY: Sensitive programs
formally controlled within an established (B-like)
channel; formal access list maintained; signed secrecy
agreements required.
B. SIGNATURE ACCESS: Sensitive high visibility programs
formally controlled by the project office on a strict
need-to-know basis; formal access list maintained and
signed secrecy agreements required.
C. LIMITED ACCESS: Sensitive programs executed with
generically allocated resources and controlled on a
need-to-know basis by maintaining a list of those witting
of the project; signed secrecy agreements are at the
option of the cognizant office.
2. LEVEL 3 - Fully'witting of program details and target.
LEVEL 2 - Witting of program details but not operational
location or target.
LEVEL 1 - Witting of generic program objectives (a description
suitable for contract review board discussions). -
