MEMORANDUM FOR THE CHAIRMAN, NATIONAL FOREIGN INTELLIGENCE BOARD
SUBJECT: DCID on Foreign Broadcast Information Service
(S) The subject DCID is approved with the following changes:
a. Page 2, line 5 - delete "and analyze."
REASON: DIA is not aware that. the FBIS has expanded
its mission area to include "analysis" of collected
information, which implies an intelligence
production function.
b. Page 2, paragraph 3.a., line 1 - delete "analysis."
c. Page 2, paragraph 3.b. - rewrite to read "coordinate this
function with other components of the Intelligence Community in
order to meet their individual requirements; and"
REASON: This better defines the coordination responsibility.
d. Page 3, paragraph 4.a. - rewrite to read "may conduct
supplementary activities in monitoring and processing to meet
individual requirements, provided that the FBIS is informed of
such activities;".
REASON: This clarifies the relationship between CIA/FBIS
and the rest of th.e Intelli.ge.nce. Community.,
e. Page 3, paragraph 4.b. - rewrite to read "will advise I'BI'S
of their requirements;"".

Comments on Revised DCI Directive on Monitoring and Processing Information From
Foreign Public Information Media (Dated 7 May 1982)
National Foreign Intelligence Board/Executive Secretary
1. (S) We have reviewed the proposed revision to DCI 2/4 and propose the follow-
ing changes (changes underlined):
a. Change definition of "Monitoring" to read:
"Monitoring includes the interception, recording, and transcrip-
tion of verbal and pictorial foreign media information transmitted
by radio, television, and other media, and the ac sition of
material published in printed form." -
b. Delete the words and analyze from the definition of "Processing".
Reason: This directive does not deal with responsibility for analysis
of information.
c. Delete the words and anal sis from paragraph 3.a.
Reason: This directive does not deal with responsibility for analysis
of information.
"a. May conduct supplementary activities in monitoring and process-
ing to meet individual requirements, provided that the Central Intel-
ligence Agency, FBIS, is informed of such activities to eliminate
unnecessary duplication of effort."
Reason: Compatibility with current Intelligence Community responsibilities.
"b. Will advise CIA/FBIS of their requirements for foreign public
media information."
Reason: Compatibility with current 'Intelligence Community responsibilities.
