MEMORANDUM FOR THE RECORD
SUBJECT: Meeting With COL Robinson, HQDA DCSOPS on
9 July 82
STAT
visited COL Bobby Robinson, Deputy STAT
Director, Nuclear and Chemical Directorate, DCSOPS, HQDA at the
Pentagon on 9 July 1982. The purpose of the meeting was to
acquaint COL Robinson with the scope of LSB CB:4 intelligence
activities and to foster a continuing exchange.
2. Synopsis of Discussion:
STAT
outlined the areas of intelligence activity
B. COL Robinson highlighted the US Army's increasing
interest in Ceti'.
(1) The level of Army emphasis is reflected in the
resources allocated to the CW mission. The budget has increased
from 60 million dollars to over six billion dollars for offensive
CW and defensive BCW related activities over the POM years (five
year program).
(2) Major R&D and procurement efforts are underway in CW
defensive and offensive materiel. The expanded.research and
.development program which includes increased funding and involve-=.
ment of all major laboratories. The status of the principal CW
R&D laboratory, Chemical Systems Laboratory, has been increased
through the designation of a general officer as the commander.
Stockages of chemical defensive equipment are being increased.
Finally the binary chemical munitions program has been partially
funded.
(3) The Army has significantly increased its force
structure denoted to CN since the mid-~-70's.
a. Chemical corps personnel strength is increasing from
an active army strength of about 2000 in X978 to a projected
10,000 in 1987. In addition by 1987, the reserve components will
have approxima=ely 15,000 chemical troops.
