Future Actions: As a result of the meeting, it was agreed that: .a. COL Robinson will arrange an office meeting for iith MG Fulwyler, Chief, Nuclear and Chemical Directorate, STAT STAT b. will coordinate a briefing by CCL Robinson STAT on the Army's W program to interested members of CIA. c. I will become actively involved in the current Army Science Board study on Research and Development.. Chemical officer staffing has been added to major allied and national military headquarters to include HQ. SHAPE, HQ USAEUR, HQ RDJTF as well as to the major staff sections of HQDA. c. Chemical personnel have been integrated into the command structure at all levels in tactical organizations. Companies are authorized chemical NCO's; battalions and higher commands are authorized chemical officers and/or NCO's. d. The number of chemical units has increased from small detachments in 1977 to over 20 CEP. defense and smoke companies in the active force today. Chemical units and personnel will const~ itute approximately two percent of the Army force. The high rate of growth in chemical units will continue through at least 1988. C. COL Robinson expressed concern over the unknowns involved in CBOT and their impact on the battlefield. The USSR. continued their research and development program through the 70's while the US effort was greatly reduced. The USSR therefore may have discovered new types of unconventional agents, possibly in the form of toxins or genetic engineering products or discovered --new characteristics of known BCW agen.ts which would provide them an advantage. These unknowns could place US forces at a serious disadvantage on the battlefield.
