MEMORANDUM FOR: Deputy Director of Central Intelligence
FROM: Executive Director
SUBJECT: Marriage to Aliens
1. Based Execu ive Committee and subsequent discussions, 25X1
I conclude that needs some tightening, consistent with
our current focus on Cl and security improvements. I will ask
the Director of Personnel to revise the Notice to reflect the
following:
a. Any employee contemplating marriage to an alien will
submit his or her resignation.
b. Approval of requests to remain employed following
marriage to an alien will be granted only in those rare
cases where a clear Agency need can be demonstrated and in
which the Head of the Career Service concurs.
c. Security and counterintelligence considerations will
continue to be paramount.
d. Approvals involving countries on the Attorney
General's Criteria Country list will be granted only for the
most critical national security reasons.
2. Where approval is granted, the following caveats will
apply:
a. A security review, generally in the third year after
marriage, will be conducted, including both polygraph and
appropriate field investigation.
b. The intent of the alien spouse to acquire U.S.
citizenship will be stipulated; failure to follow through
may be grounds for termination of Agency employment. OP and
OS will establish the necessary tracking and review
mechanism.
