SUBJECT: Excess Burroughs Computer Systems Meeting
1. Representatives from the National Security Agency, (NSA),
the Navy Supply Systems Command (NSSC), Burroughs Corporation,
TRW, and myself met on 1 March 1983 at the TRW SAFE Facility,
Torrance, California. The purpose of the meeting was to: a) enable
NSA and NSSC to inventory and tag for shipment the specific systems
they have agreed to acquire; b) to resolve discrepancies between the
actual system configurations and differing inventory lists available to
the Government; c) to determine what spare Government-owned
Burroughs circuit card assemblies (CCAs) are stored at the TRW
SAFE facility that can be released to GSA; d) to discuss equipment
transfer plans; and e) to inventory and tag the remaining systems.
Tha in dividuals involved in the pre-transfer activities were
of NSA, Hardware Configuration; Jerry Syfert, the
Burroughs Support Engineer responsible for systems
reinstallation at NSA; Russell Stokes, the NSSC ADP Manager; John
Firth, the Burroughs Field Engineer responsible for reinstallation of
the systems at NSSC and also the primary engineer during the
original system installations at the California site; and Leo Abang, the
TRW SAFE material manager until his transfer to another TRW
project. The trip duration, including travel-time, was three days.
The participants were cooperative and accommodating - a two-day
inventory was compressed into a long single day effort and also Leo
Abang, the TRW representative, returned from his current job to
assist in the inventory efforts. The goals of the trip were met which
will enable the Government to go forward with the transfer of the
assigned (3) Burroughs systems.
3. Prior to the Burroughs systems becoming excess to the
Agency's needs due to the redirection of the SAFE project,
Burroughs Corporation and TRW had completed several system
upgrades and some components had been exchanged between the
installed systems. These configuration changes were identified and
associated with specific systems (the inventories had only identified
the change - not the system the change was applied to). There is

also a significant number of standard CCAs, acquired for use with
the Burroughs Processor Interface Unit (PIU) development, stored
on-site. Where possible the spare CCAs were assigned to a particular
system. However, most of the CCAs cannot be used with the systems
and will, with CSPO approval, be released to the GSA excess
equipment program for re-use elsewhere.
4. The status of the excess Burroughs systems is as follows:
o The Dual B7800 which is being acquired by NSA has
been tagged for disassembly into two single B7800 systems and
shipment to Ft. Meade and a facility in Washington state. The Dual
B7800 is being provided to NSA at no cost, however, NSA is required
to absorb the system(s) transfer costs.
o Two B6900s have been tagged for shipment to the
NSSC. NSSC is preparing the paperwork to reimburse the SAFE
Project $100,000 as payment for the two systems. This is the
approximate amount outstanding to Burroughs Corporation for these
two systems.
o The three remaining unassigned B6900 systems in the the
West Coast facility were tagged by system number for ease of future
transfer. At the SAFE Project's request, a removable databank, type
B9484-51, s/n 195979216, was tagged for shipment to DIA. The unit
will be shipped to DIA at the time the NSA and NSSC systems are
shipped. This will reduce the disk storage capabilities of the number
three B6900 to non-removable disk storage. The replacement cost of
the removable unit is approximately $23,000.
o There are three B6900 systems located at the Burroughs
Corporation's Paoli, Penn. facility awaiting disposition by the
Government. These are the new smaller models (the mainframe has
been reduced by 20 - 30 percent and is now an I-frame rather then a
T-frame). The peripherals remain the same size.
o The ninth and final B6900 which was installed in the
CIA's Northside Computer Center was earlier accepted by NSA and
placed into storage awaiting site preparation completion at NSA. NSA
is preparing a $37,000 MIPR to provide payment to CIA for this
system.
5. Burroughs has action items to provide transfer cost estimates
for the NSA B7800 systems and the two NSSC B,6900s. NSA has
asked CIA to contract for the NSA equipment transfers (NSA will
reimburse the CIA). A letter is being prepared by NSA to document

that request. NSSC plans to separately arrange for transfer of their
two systems but timed to coincide with the NSA transfer. I will act
as coordinator for these activities.
6. Both NSA and NSSC are prepared to accept the three
respective systems immediately. However, CSPO has stated that
NSSC must first MIPR the $100,000 payment and I have asked NSA to
forward a letter formally requesting CIA to arrange equipment
transfer, including the reimbursement terms, prior to the actual
transfer.
