SUBJECT: Minutes of the Working Group Meetig
16 August 1983
1. The Computer Security Working Group of the CIA Information System
Board met on Tuesday, 16 August 1983. Participants included
C/IMS serving as monitors and (DCI/PS) as
2. ' The meeting. began with a briefing by Dr. Ruth Davis on the Community-
wide Computer Security Project sponsored by the intelligence Community Staff.
Dr. Davis is the project director, and explained the purpose, organization and
goals of the project. She told the group that the project had elicited candi-
date "critical computer systems" from the various Community agencies and that
she and her staff were in the process of choosing which of the dozens nomina-
ted should be surveyed first. Dr. Davis also *emphasized the need for compre-
hensive, Community-wide minimal computer security standards, and explained
that the project would analyze all of the standards and policies currently
active and would make recommendations for changes.
3. Following a short?questi.on period, then briefed
the Working Group on the Information Systems oar ceing v 1 August 1983.
She outlined Dr. Philip Eckman's briefing for the Board on RECON GUARD and
informed the group that the' Board asked that the group monitor the RECON GUARD
test and prepare a list of options for Board consideration on tfie sharing of
CIA databases once the in-house test has been concluded.
4, also explained to the group that the Board would like
to have each working group complete and present its charter to the Board by
the late-September or early-October meeting. Such a presentation could be
in the form of a written memorandum or an oral briefing. Most of the other
working groups opted for an oral briefing, and '.the Information Services Plan-
ning and Workstation Environment Working Groups were planning to present-their
charters at the Board meeting on 2 September 1983.
5. The Working Group unanimously selected) Ito serve as
Chairman of the group and decided to have a rotating recording secretary
position.
