1. I request permission to anuear before a non-Govern-
ment group as provided for in
2. When approved, I will chair three meetings at the
SHARE 61 Conference in New York City on 22 August. I will be
attending the conference as a representative of the Agency and
I am serving as the Manager of the VM Group within the SHARE
organization. The audiences are expected to be comprised of
up to 500 persons from the United States and Canada repre-
senting organizations running large IBM computers. The meet-
ings will be held in the Sheraton Centre; the risk to employee
safety is minimal. Members of the press are barred from
attending sessions at this conference.
3. I will be moderating discussions; none of my remarks
will be classified or controversial. The sessions that I am
scheduled to chair are:
a. VM Group O ep nine. Representatives of SHARE member
installations will discuss group business and tech-
nical issues of general interest to users of the
VM/CMS computer system. This meeting will be open to
all attendees.
b. Security Requirements for VM. A conceptual approach
to safeguarding the security of interactive computer
systems will be presented. Functional and environ-
mental requirements for computer security mechanisms
and tools will be discussed. Examples of user prob-
lems will be cited. The presentation will lay the
foundation for a discussion dealing with interactive

computing security needs in the 1986+ time frame.
Attendance at this meeting will be by invitation
only.

c. VM Security Roundtable. This is a follow-on to the
presentation on security requirements. Executives
from IBM will have an opportunity to clarify user
needs for enhancements to interactive computer system
security facilities. Attendance at this meeting will
be by invitation only.
In addition, I will chair several private meetings between IBM
executives and selected representatives from SHARE member
installations. The Agency runs the largest VM/CMS computer
system in the world. It is through the visibility we enjoy in
organizations such as SHARE that we are able to attract
skilled computer scientists to the Agency, as well as to
influence the decisions of the computer vendors upon whom we
are dependent.
4. I (will be identified as an
Agency employee. While the sessions dealing with computer
security will represent a concensus of many SHARE member
installations, the list of requirements will be coordinated
with Information System Security Group of the Office of
Security.
