We have % pin considered the, recomaaen6ation of the Audit
Staff that the loan activities of the Welfare Assistance Board be
eliminated : that those activities be assumed by the P Ablie Ser-
vice Aid Society (PM). However, we believe that this reccaa nda-
tiQn does not take into consideration real but difficult to define
aiiffe in purpose of these services and the considerable dif-
ferenaes in their lepa status and other factors re rding the
source of funds, admi tration, etc. Aceor ingi -, we have con-
