1. On 17 March 1967 I was called by the DDS concerning the out-
standing memo from D/Pers dated 17 February 1967 (copy attached) that
discusses our plans for the EAA Store.
2. The DDS reported that the paper has been kicking around in the
front office and that the Executive Director and the Deputy Director
apparently have had several conversations on it. Admiral Taylor
apparently is as edgy about the use of staff personnel engaged in merchan-
dise sales as we know Colonel White is and Mr. Bannerman has asked that
we look for alternative ways to overcome this particular problem. He
mentioned some specific ideas:
a. He wondered if we had considered the use of retired
employees.
b. He raised the possibility of using non-Federal employees
who would be willing to work on a commission basis.
c. He mentioned also the use of volunteer workers.
I reacted to each of these and offered as another alternative the use of the
Central Club Fund to reimburse the salaries of staff personnel engaged in
merchandise sales. For example, we could borrow on a quarterly basis
money from the Central Club Fund to reimburse three salaries of staff
employees. This would take those individuals off ceiling and we could
honestly state that appropriated funds were not being used to provide a
merchandise sales service to EAA members. In discussing this alternative
I compared the problem to the subsidization of positions in the Insurance
Branch and in the Credit Union.
3. Mr. Bannerman asked that we look at various ideas and asked me
to attend a meeting with him at 2:30 on 21 March 1967. In advance of that
meeting and after we have thought about it ourselves, I would like the
opportunity to meet with you to get the benefit of your own ideas. It may
also be appropriate for DD/Pers/Ops or D/Pers to attend the meeting with
Mr. Bannerman.
