MEMORANDUM FOR TIDE RECORD
General Cabell called Mr. Kirkpatrick to state that
the fact of the IG's report on Cuba should be restricted on
a must-need-to-know basis. No copies other than those that
have been distributed to Mr. McCone, Mr. Dulles, General
Cabell, Mr. Bissell, Colonel King, and ill
1)e distributed without authority of the Dul or DDCI.
This restriction also specifically applies to distri-
bution to.the President's Board of Intelligence Advisors,
and Mr. Kirkpatrick so informed 27 November.
General Cabell has discussed holding this report
tightly with Mr. Dulles and Mr. Bissell, and 4e latter is
to pass on the guidance to Colonel. King an
