Attached is a copy (reference A) of the changes made to
Title IV by the SSCI. Note in particular the comment made
by the counsel to the SSCI with respect to section 421 on the
cover letter. I think you may be concerned with the deletion
of the Agency-proposed section 422(c) as it "guts" to a
significant extent covert procurement and the disposal of such
items. I'm not sure section 422(d) really gives us the same
capability as the Agency's version of section 422(c).
Nonetheless, a reasonable argument could be made that it does.
