The Executive Committ d on 15 July t:o review the revised 1984 CIA Program. (ExDir) chairf:d the session; participants included Messrs. Fitzwater (DDA); Taylor (D/Comptroller); and Comptroller staff represE:ntatives. 2. highlighted the revisions made in rE~sponse to yesterday s iscussions and asked for comments. Prlr. Gales noted that his concerns had been taken into account. He believed that the program as notiv proposed would be defensible, before both internal and external reviews and would move the Agency as a whole forward in its efforts to rebuild capabilities ac1?oss the board. NIr. Stein said that had been moved out: :3 little further than he had hoped, bu e would work harder iri defending it. Mr. Taylor was satisfied with his Directorate's position. He raised the possibility of swapping three OSO package:> for the OTS maintenance package. After some discussion of the ~~roblems with GSA maintenance of OTS, the Committee agreed not to change these packages. 3. P:Ir. Gates asked at what point the Agenc might dama~*e its credibility by proposing too large a budget. responded that unless someone was not serious abou ie new building, he believed the proposed program was defensiible. Committee members affirmed their support for the building. Noting the existence of some ske ticism at O?~IB and the IC Staff about Agency space problems, asked the Comptroller to strengthen the justification or ne new building by citing the Agency's unique needs and including photographs. Mr. Gates suggested emphasizing the negative impact of not having key elements of the DDI and DDS~I' and possibly of the DDI a:nd DDO nat working in the same buildings. Mr. Fitzwater said that the best ways to justify the new buildin were on the basis of efficiency and improving the product. asked members 'to provide any other suggestions to t e omp ro er. 4. approved the proposed 1984 CIA program as revised.
