Dear Admiral Turner:
This is in reference to my letter to you of December 22, 1973
in which I described the upcoming hearings the Committee will hold
concerning the protection and unauthorized use of national security
information.
You will have noted that at one stage of the hearings the
Committee wishes to examine certain cases that involved espionage
or leaks of classified information which were not prosecuted.
Examples of such cases were submitted by the CIA to the Senate Select
Committee on Intelligence to assist that Committee's Subcommittee
on Secrecy and Disclosure in its 1978 study of this same topic.
This Committee will examine these case studies but it wishes as well
to conduct its study of the problems underlying such cases on the
basis of any more recent cases which fall into the same categories.
