SUBJECT: DCI Representation on NDPC (U)
REFERENCE: Memorandum from Acting Director of Security
to Deputy Director for Administration,
dated 5 July 1978, same subject

1. (U) Action Requested: This memorandum contains a
recommendation for your approval.
2. (U) Background: The referenced memorandum dated
5 July 1978 set forth background details outlining the role
of the Office of Security in providing the DCI Special
Member to the National Military Information Disclosure
Policy Committee (NDPC) and contained a recommendation that
you concur in the transfer of the function to the National
Foreign Assessment Center (NFAC). At that time you preferred
to defer action in order that this issue could be examined
in the light of developments in the DCI Security Committee
and Intelligence Community Staff reorganization areas.
3. (C) Staff Position: In the intervening months we
have kept this matter under study from several different
perspectives. A review of the issues involving discussions
at NDPC meetings and preparation of memoranda by our representative
confirms our previous assertion that almost all of these
matters fall outside the purview of the Office of Security.
The Agency's position on those issues is based on input from
NFAC, principally, and, to a lesser extent, from the Directorate
of Operations. Even in the case of NDPC security surveys,
in some of which Office of Security representatives have
taken part, the Agency's position on the resulting reports
has principally focussed on DDO equities and NFAC judgments.

The NDPC is concerned with the types and classification
levels of military-related information which may be shared
with foreign countries. Obviously, there are security
considerations involved but they are of the broader, more
generalized kind requiring application of intelligence and
operational data not available to the Office of Security nor
falling within the purview of the DCI Security Committee.
(U) In summary, the responsibility for NDPC membership
should, in my opinion, be transferred to NFAC. Such action
would ensure effective representation of this Agency's
position on NDPC matters and, at the same time,.provide some
modest relief to the Office of Security in coping with its
principal tasks.
4. (U) Recommendation: It is recommended that you
approve the trans er of NDPC membership to the National
Foreign Assessment Center.
