(U/AIUO) My apologies for not responding to your proposal in more timely fashion. The delay in replying was principally related to the fact that I have recently taken over the added responsibilities of chairing the DCI Security Committee, which performs certain policy functions related to the disclosure of intelligence. 2. (U/AIUO) I wanted an opportunity to review the responsibilities of the DCI Security Committee as they might relate or interact with those of the NDPC. As you are aware, the DCI Security Committee, during the past year, has been examining certain aspects of the National Disclosure Policy in light of the Director's responsibilities in the compart- mented intelligence arena. 3. (U/AIUO) In view of the new Community role of the Deputy Director for Administration (DDA), I also wanted an opportunity to discuss with him your proposal to transfer DCI Special Member representation to NFAC. I have now had that opportunity and would like to postpone decision on your proposal temporarily. My discussions with the DDA have sug- gested that now is not the most advantageous time to consider this proposal, although neither of us are dismissing summarily your proposed action. (U/AIUO) In our judgment any change in the DCI representation in the NDPC should be postponed until the restructured DCI Security Committee has had an opportunity to redefine its mission and objectives and until the . reorganization problems associated with the Intelligence Community Staff vis-a-vis the Congress are resolved. 5. (U/AIUO) It would be appreciated then if you would suspend further consideration of your NDPC representation transfer proposal for six months, at which time we can examine it in the light of developments in the Security Committee and Intelligence Community Staff reorganization areas. For the time being, the Office of Security will con- tinue to provide DCI representation to the NDPC working closely with NFAC and the other Agency directorates. Your concurrence is requested in transfer of the responsibility for providing the DCI Special Member, National Disclosure Policy Committee (NDPC), from the Office of Security to the National Foreign Assessment Center. The proposed change, aimed at increasing the contribution of intelligence to foreign disclosure decisionmaking, is based on substantive, control, and coordination considerations. 2. NFAC's substantive responsibility in support of the DCI in his role as chief intelligence adviser to the President gives it a major stake in the work of the NDPC, because foreign disclosure is one of the principal methods for encouraging other countries to share information and to act in consonance with U.S. policy objectives. 3. The NDPC membership has indicated a desire for CIA's views on the substantive judgments reflected in their disclosure proposals. NFAC can readily pro- vide officers who by training and experience are able to identify these judgments, sort out the diciplines to be tasked in CIA's review, and determine realistic deadlines. 4. NFAC, especially the coordination Staff, is well-qualified to provide the DCI Special Member to the NDPC by virtue of its compartmentation control (as distinct from security) role in support of Deputy Director, NFAC, CIA's Senior Intelligence Officer. They can point out to CIA reviewers how a proposed disclosure complements or contra- dicts compartment-related foreign release. 5. It is noted that the NDPC periodically discusses a central role for itself in compartmenta- tion. NFAC would discourage any such initiative, however well-intentioned, as an incursion into an area of responsibility presidentially mandated to the DCI. 6. NFAC is involved continuously in coordination with the Operations and S&T Directorates on collection guidance and evaluation, in operational support and in intelligence exchange, and with the Special Security Center on compartmentation. This extensive, multifacted substantive contact with other Agency components keeps it abreast of their interests and capabilities with respect to proposals pertaining to foreign disclosure. 7. In view of these considerations, we believe that NFAC is best placed functionally and organiza- tionally to estimate the impact of NDPC initiatives on DCI and CIA resources and to coordinate a response reflecting the diverse responsibilities with which each has been entrusted. At the same time, the Office of Security must continue to play a role to deal with security questions that arise, particularly in NDPC security inspections. 8. With your concurrence.
