(U) Action Requested: This memorandum contains a recommendation for your approval. 2. (C) Background: This Office is in receipt of a memorandum from the NFAC Coordination Staff proposing that the Office of Security transfer to NFAC the responsi- bility for providing the DCI Special Member to the National Military Information Disclosure Policy Committee (NDPC). The NDPC, as its title indicates, establishes policy governing the types and classification levels of military- related information which may be shared with foreign countries. The Office of Security has historically represented the DCI in attendance at NDPC meetings, serving as the coordinator in developing, through focal points in the DDS$T, DDO and NFAC, official Agency positions on matters referred to the Agency by the NDPC. In addition, the Office of Security has participated on occasion in NDPC security surveys of foreign countries to whom NDPC has authorized release of classified information. These surveys determine whether those countries continue to provide adequate protection for such information. 3. (C) Staff Position: Experience has shown that most NDPC issues requiring CIA coordination fall outside the purview of the mission of the Office of Security. CIA-[P85-00821 R0001 00120008-5 discussions. When CIA interests are clearly involved, he will arrange for more expert (usually NFAC) representatives to accompany him to the meetings. (AIUO) In its request, NFAC contends, and we agree, that the NFAC Coordination Staff is better qualified to provide DCI representation by virtue of the unique vantage point from which its routine duties enable that staff to observe the uses to which the product of sensitive sources and methods is put worldwide. The NDPC members have indicated a desire for CIA's views on the substantive judgments. reflected in their disclosure proposals. NFAC can readily provide officers who, by training and experience, are able to identify these judgments, sort out the disciplines to be tasked in CIA's review, and determine realistic deadlines. (C) The proposed transfer would occur at a time when the Agency's prestige at the NDPC has never been higher. This is partly a result of fallout from the increased emphasis on the DCA's community role and partly, we are proud to say, because of the conscientious and energetic efforts of our representa- tive. We concur with NFAC that the DCI would be even better served by NFAC representation for it would ensure that not only would NDPC matters continue to be effectively coordinated within the Agency, but that the DCI would, at all times, be represented by an individual with a broad expertise in the matters that arise. The Office of Security would, of course, always be available to render any assistance necessary should any security issues arise, including participation in NDPC surveys. 4.
