SUBJECT.
Concerning the issue raised in Reference by the
Senate Select Committee on Intelligence (SSCI), it
should be noted that it is not Office of Security
policy to make su-mmaries for the purpose of permitting
the destruction of original documents. Unless a file
is destroyed in accordance with the approved Records
Control Schedule, it is, and has always been, the
policy of this Office to retain all pertinent information.
Summaries are used for the purpose of facilitating review
of a given situation, but they.would never be considered
as substitutes for the original material. I-n short, if
we have a valid need for the summary, we have valid need
for the original documents. Further, all such information,
as discussed in the Reference is maintained under strict
need-to-know controls within the Office of Security.

As you know a few designated members of our
Committee staff at our request have been examining
CIA files relevant to complaints by some former
CIA employees that they were the victims of false
allegations and-unfounded suspicions.-
In the process, it has come to our attention
that recommendations have been made within the CIA
calling for destruction of documents and files con-
taining-original allegations, information on. in-
vestigative actions that were proposed or undertaken,
and information developed in the course of those
investigations. According to these proposals, the
information, some of it relating to counterintelligence
and/or personnel security leads still unresolved,
would disappear from the official records and a
mere summary memo and cover sheet "will constitute
the only future record".
It is our understanding that personnel security
and counterintelligence information normally is
treated as very sensitive, with special access
limitations. -It would seem that similar limitation
of access could be imposed on Office of Security,
CI Staff and other files relating to allegations
of penetration and to relevant research and inves-
tigations. Accordingly, apart from any general hold
or release from this Committee with reference to

no destruction take place, without prior approval
of this Committee, of any documents or files con-
taining personnel-'security or counterintelligence
information dealing with leads to possible penetration
and associated research and investigations. This
specifically includes files of the Office of Security,
the CI Staff, the Inspector General and relevant
