Thank you for your submissions on subject. Anticipating a flurry of activity as we brief new Administration officials, it will be necessary for you to satisfy yourself that the DCI, DDCI, or you and your appropriate liaison officers cover and reaffirm as appropriate these ongoing relationships. Most of us are mindful of the Church Committee's caution against "floating authorities," and we would hope that the record will show we have covered all bases in the course of briefing new cabinet officials and various assistant secretaries and other appointees. 2. Now that the Director has indicated a readiness to brief several appointees and we will be getting in touch with others as they are named, it will be your responsibility to flag for him, or the DDCI as appropriate, those items you wish for him to cover lightly, with the understanding that follow-up coverage will be handled at your level with whomever the appointee designates. 3. So that our record may be complete, it is requested that you forward a note or memorandum to me indicating when the material was covered and with whom. The emergency planning functions of CIA are subject to the guidance of FPA and in responding to that guidance, we are in contact with General Bray and the various office/division heads under him. Hugh E. Witt Administrator for Federal Procurement Policy Office of Management and Budget Office of Federal Procurement Policy (OFPP) is concerned solely with federal procurement matters. The Director of Logistics, as senior contracting officer for CIA,. is, therefore, the logical interface and liaison with that office. Further, the OFPP is involved with imple- mentation of recommendations by the President's Commission on Government Procurement (COGP). The DD/M&S, in 1973, assigned the responsibility for inter- facing with COGP to the Office of Logistics. The current liaison with OFPP is a natural extension of that relationship. At the present time, the Center is in special contact with the Department of Commerce relative to their proposal that a memorandum of understanding be executed regarding the security of foreign intelligence materials provided by the Agency to Commerce.
