The General Services Administration (GSA) 1980 Annual Report is enclosed
for your information.
In addition to reviewing the accomplishments of GSA's services and staff
offices during the year, the report focuses particular attention on our
11 regional offices, which in 1980 assumed full responsibility and account-
ability for operational matters. Many ongoing programs are highlighted in
charts for historical perspective.
An agency organization chart and a brief tabulation of expenditures supple-
ment the next.
Although I was not Administrator of General Services during the period covered
