REFERENCE DDA Draft Study on CIA-GSA Relationships/Problems, Dated

very much in favor of the transfer of all logistical suu~,ort
for I land its Utility Annex from GSA to the Agency. We feel very
strongly that t e Agency and NPIC must have total responsibility and control
of this m 7 rtant su .port function if it is to overcome years of neglect and
maintain facilities in a manner appropriate for a special pur-
pose builliing.
2. The comments found below are intended to provide some idea or t,,:
major elements of the GSA support to e NPIC has been i:a-
formed that if GSA relinquishes control of ~!Ithat it will be :).
an "all or nothing basis," we will also attempt to provide some idea of hescope of this undertaking and the Agency assets that will be required to ;:ake
it work.
a. Federal Police Officers (FPO'sThe GSA has 35 FPO's
assigned to to provide access control and internal
security. We would require a similar number of contract guards
to carry out these functions but we believe that direct control
of the guards would snake for a more effective and responsive
staff.
?r. Cafeteria and Vending Vachines: GSA administers these
programs under contract; with GSI and another vendor. We could
effectively administer them in a similar way given the needed
assets.
c. Char Force: The GSA provides a char force of 15 full-
time clay staff and usually 2 night time staff to do areas not
readily accessible during the clay. We could perform this fc;r,c-
tion with similar resources.

GSA has demonstrated. However, it is important to note that due
to the lack of proper maintenance by GSM in the past, it wi l

3. In summary, NPIC supports the DUII concept of controlled del ec e.tion

support .re proposed separate study to meet this objective.
