Approved For Release 2005/08/02 : CIA-RDP85-00988R000100100036-2 ANNUAL REPORT ON ENERGY MANAGEMENT EXECUTIVE SUMMARY 5,9 W e The Central Intelligence Agency is a tenant in the Metropolitan Washington area facilities nainta.ned and operated by the General Services Administration (GSA) . While GSA monitors and controls temperatures, lighting levels, and power plant opera- tions, the Agency works closely with GSA in efforts to promote energy conservation measures in accordance with executive guidelines. Some of these activities are covered in this report. Energy conservation measures in our general operations have thus far in f3 scal year 1978 resulted in direct energy savings of 1,785 x 10 BTU's and cost savings of $15,934.00. Other energy saving programs and policies in areas of employee saar:- ing, car pooling, and employee motivation are =pursued which do contribute to our conservation objectives. These have not been quantified in units of energy saved. GENERAL OPERATIONS REPORT Transportat Fleet vehicle operations - 51.1 x 106 FU's saved; cost savings $2, 056 b. The scheduled replacement of several vehicles in fiscal year 1973 to more fuel efficient vehicles will yield a projected savings of 182 x 106 BT'U's Industrials Production - 1,224 x 106 BTU's saved, cost savings $13,108 Utilities Utilities are monitored and controlled by GSA. However the Agency funded two projects which are expected to i ld y e . energy savings. a. A small boiler is boin, Installed for use with ont of the three large boilers at the power plant. The cost of installation is $16S,000. b. Twenty-seven thousand six hundred dollars were pro- vided GSA for the design of improvements to energy systems which will tend to maximize the efficient use of existing systems. The upgrading of outside air intake dampers and controls to eliminate influx of excessive cold air in winter and hot, humid air in summer while allowing use of outside air for cooling purposes under favorable conditions should produce some energy savings. Administrative Operations a. Procurement Policies Passenger vehicle procurements through GSA in fis- cal year 1978 are calculated to yield a fleet average fuel economy for this Agency of 20.1 miles per gallon. b. Employee Awareness and ldotivaat.ion Programs Employees are reminded of the importance of energy conservation through various Agency notices. Two such notices have been published in fiscal year 1978. One deals with building temperature require- ments and the prohibition against the use of un- authorized heating elements or fans; the other addresses fuel conservation measures to be _,racticed when operating a Government-awned vehicle. using present state-of-the-art equipment, and costs construction made the project unattractive. c. Employee Parking and Car Pooling Frequent liaison is maintained witi'i mass transit officials in efforts to encourage employee use of these services. Thus far in fiscal year 1978, car pools have increased by 4.1%. Twenty percent of available parking spaces are allocated to car pools. -' Other A waste energy recovery study was completed in the past year by the A ency. GENERAL The Central Intelligence Agency was established by, and functions under, the National Security Council by authority of the National Security Act of 1949 and 1919, as amended and other pertinent legislation. Its purpose is to ceerdi- nate the activities of several Government departments and agencies in the interest of national security. Energy resources management is vested in the Director of Logistics. The Agency is firmly committed to the Federal energy con- nervation program and will take all reasonable measures to hake a contribution to our national goal while still main- taining its mission readiness.
