This letter requests that a waiver be granted for
open-market procurement of one Class IV vehicle by this
Agency pursuant to FPMR 101-26.501(b) and 101-38.1305-1(a).
The required vehicle is to be used by the Director of
Central Intelligence, whose duties require daily contact
with officials of foreign governments and other government
agencies, including the White House and Congress. The
utilization of this vehicle frequently requires the transport
of up to six passengers with voluminous briefing materials;
hence, a vehicle in the large. (Class IV) range is required.
This Agency does not have a vehicle capable of satisfying
this continuing requirement. It should also be noted that
this vehicle will be subjected to unique modifications necessary
to satisfy Agency security requirements. It is, therefore,
essential that a vehicle be acquired at the earliest possible
date to support vital operational requirements. Acquisition
through normal supply channels will not satisfy this requirement.
I hereby certify this requirement and, on the basis of the
foregoing, request that a waiver be granted.
