MEMORANDUM TO HEADS OF AGENCIES
Subject: "656" Working Groups
At the last meeting of the Interagency Federal Energy Policy Committee,
i.e., "656 Committee," on July 24, 1980, the Chairmen of the six Working
Groups presented status reports on their activities and achievements.
Summaries of these status reports may be requested from the Committee's
Executive Secretary, Mr. Paul Brumby, Department of Energy, 252-9467.
As Chairman and Vice Chairman of the "656 Committee," we would like to
commend those of your employees actively engaged in these Working Group
projects. Federal energy conservation initiatives such as national
ridesharing, employee awareness programs, shuttle consolidation and
revision of the Federal Supply Schedules, are all underway and look very
promising. The status reports show that the Working Groups have achieved
a high level of interagency cooperation and are making significant
contributions-to our national energy conservation strategy.
The Working Groups will continue to operate under the guidance of the
"656 Committee," Nevertheless, the Working Groups are made up of your
employees and must have your continuing support. There is a real need
for contact and exchange between top management, agency Energy Coordinators,
and Working Group members. It is important that employees who are contrib-
uting to the Working Groups gain recognition for their special efforts
(often perfrrmed in addition to regular duties) and, preferably, that such
employees be allotted time for Working Group responsibilities.
We have enclosed a list of each of the Working Groups and their current
membership and encourage that each agency now take the opportunity to
reiterate energy conservation goals, publicize the names of key energy
conservation personnel and solicit criticism and suggestions for forwarding
to the appropriate "656" Working Group. If you have additional personnel
with expertise which would be beneficial to one of the Working Groups,
their services would be highly desired.
We ask for your continued personal commitment and involvement so that we
may be successful/i)the achievement of our Federal energy conservation
goals.
