The National Program Contract Review Board kicked
off in FY 1979. Either the Director of Logistics or the
Chief of the Office of Logistics, Procurement Management
Staff, have sat as a member of that Board.

A two-day seminar on Source Selection was run in
house. All procurement, audit and legal personnel working
with procurement participated.
Four members of the Agency Contract Review Board
participated in an executive level 1 week seminar on pro-
curement.
Three runnings of the Project Officer for the
Contract Cycle were held with 84 technical representatives
participating.

Procurement officers participated in various
outside courses to meet specific needs, such as Contracting
With Small and Minority Business, Federal Contract Funding,
and Fraud in Government.

5. CONIF
CONIF III went on line with the Agency's General
Accounting System in FY 1978. In FY 1979 data discrepancies
were reduced to the barest minimum and bugs were eliminated
to result in an operating production system.
6. External Liaison
Liaison was maintained with the Office of Federal
Procurement Policy in OMB, the General Services Administration
through the Inter Agency Procurement Policy Committee, and with
Department of Labor for EEO matters.
7. Black College' Initiatives
In February of 1979 President Carter issued a
statement in support of historically black colleges. The
OL/PMS has been interfacing with White House personnel as
the Agency focal point on this matter.
8. Inspector General
Considerable time was spent by all procurement
personnel in responding to an inspection by a special
Inspection Team established to review Industrial Contracting
and Industrial Security. This was the seventh review in
3 years of some part of the acquisition process. While
areas were noted for improvement, the comments were generally
favorable.
PMS considered as Agency coordinator for compiling
51 recommendations by the task force on Industrial Security
and Industrial Contracting. All approved recommendations
are complete except for 6 which have simply required a lot
of time.

10. Procurement Law and Regulations
13 Procurement Notes have been issued on a wide
range of subjects, such as Wage and Price Standards for
Federal Contractor, Implementation of the Contract Disputes
Act of 1978, and Evaluation of Compensation for Professional
Employees.
