Action Requested: This memorandum contains notifica- tion of t e implementation plan for Agency compliance with the Depository Library Program and procedures to be followed. 2. Background: a. The Director of Central Intelligence (DCI) has directed compliance by the Agency with provisions of the Depository Library Program as contained in Title 44 of the 'U. S. Code. Compliance was recommended in references (a) and (c). Under this program, government agencies are required to make available to the libraries which the Congress has designated as Depository Libraries, free of charge, copies of pr ecL r elease.2002/01/30,: CIA-RDP85-00988R000200050004-2 Dl- 7- 329s' Approved For Release 2002/01/30 : CIA-RDP85-00988R000200050004-2 SUBJECT: Agency Compliance with Title 44 of the U.S. Code - Depository Library Program the publications which the government routinely makes available to the public. According to .Section 1902, Chapter 19 of Title 44, "Government publications, except those determined by their issuing components to be required for official use only or for strictly administrative or opera- tional purposes which have no public interest or educational value and publications classified for reasons of national security, shall be made available to depository libraries through the facilities of the Superintendent of Documents for public information." b. In order to ensure compliance as directed, all publishing components should be requested to notify Printing and Photography Division, Office of Logistics (OL/PFPD), (or other Agency printing facilities) at the time the request for printing is submitted that the designated publication is to be included in the Depository Library Program. OL/P&PD has made arrangements with the Government Printing Office (GPO), executive agency for the program, to exercise one of two options available to the Agency. In one case, where the content and subsequent interpretation will not be seriously impaired in a black and white film rendition, two hard copies will be provided to GPO to be reduced to microfiche and distributed as duplicate micro- forms to the libraries. In the second case, where color and graphics are essential to interpretation and understanding (as is the case with atlases and other multi-color products), up to 1,200 hard copies will be provided to the GPO for distribution to the libraries. c. The DCI-has further approved continued Agency. participation, as in the past, with two other public distribution programs, viz, the Docu- ments Expediting (DOCEX) Project of the Library of Congress and the National Technical Information Service (NTIS) of the U.S. Department of Commerce. 2 Approved For Release 2002/01'/30 : CIA-RDP85-00988R000200050004-2' Approved For Release 2002/01/30 : CIA-RDP85-00988R000200050004-2 SUBJECT: Agency Compliance with Title 44 of the U.S. Code - Depository Library Pro,-ram d. OL/PFPD has been designated as the focal point for implementation of the Depository Library Program as part of its overall responsibility for liaison with the GPO. Printinc- facilities, other than OL/P&PD, which may produce publications that should be included in the program will provide copies, according to the :guidelines in subraragraph (b) above P to OL/P ;PD for on'vard dissemination to GPO. OL/PF,PD has also been requested to monitor this program to ensure that all publications which should be included are made available to the public. OL/PCiPD will not unilaterally decide which publi- cation should he included, but rather will call to the attention of publishers those publications that in their judgment should be included but have not been so indicated on the printing request. In the final analysis, however, it is the publisher who must designate a publication for the program, and who must accept responsibility for its content.
