Attached are OL comments relative to ordnance, storage, and trans- portation problems which might be caused by the Explosive Taggants provision in the proposed Senate Bill -- An Act to Combat Inter- national Terrorism. It is suggeste that you may want to solicit com- ments from SOG with regard to the impact that this bill might have on special operations. It is hoped that the Senate staf- fers could prepare a list of specific questions of interest with regard to the effect on CIA of this proposed act. Absenting specific questions, OL will be happy to nominate a representative to dis- cuss shipping and storage impact. It is suggested that an SOG repre- sentative address the Agency's position relative to operational utilization and deployment.
