1. Presently the Agency has a pneumatic tube
system that functions to the extent of its design
capability. During the past 12 years no major opera-
tional complaints have been registered and reaction to
Agency requirements has been prompt. Annual carrier
volume has stabilized at one and one third million
transmissions. However, in the pneumatic field, the
CIA system is considered to be outmoded. Computer
programmed pneumatic systems are the designs of the 1980's.
Attachment D contains informational literature which
cites examples of what is available within the industry.
Consequently, there are several options applicable for
the Agency.
a. Employ a modified Status Quo. As noted,
the tube systems are satisfactory in volume, speed
of transmission, reaction to office renovations, and
hours of operation. Although the section chief
will retire 31 December, 1974, the necessary expertise
to maintain the systems competently exists among the
remaining personnel. Recommended personnel changes
have been suggested previously in Attachment A.
b. Contract for maintenance by an outside firm.
Added to the unique requirements for pneumatic tube
maintenance is the CIA security clearance and escort
responsibilities for uncleared personnel. In the
past maintenance contract proposals have been com-
mensurate with the total yearly costs borne by the
Agency for in-house service.
c. Modify the four monitors to accomodate a
single central remote monitor station. To accomplish
this project, any competent company would require
an A and E study to present a realistic cost estimate.
Although this has not been done, it is probable that.
the scope of this project would require an expenditure1/
of well over one million dollars Considering past
recommendations, it is conceiv le that five positions
would be required for maintenance performance.
d. Completely modernize the tube systems. To
convert to programmed carrier transmission, it would
again be necessary to thoroughly study the existing
systems. The total costs involved to complete the
entire modernization requirement could approach an
investment of five million dollars. Estimated personnel
requirements for maintenance after modernization would
total four.

2. Therefore, in light of the operational accept-
ability of the present system, no relative advantage
supporting option b., and the prohibitive costs of
options c. and d., it is recommended that the Agency
adopt option a.
