We have reviewed the proposed legislative trills forwarded with the reference. All three Acts will have an impact on Agency logistics and support operations. The following comments are rioted: a. H. R. :10627 - Small Business Contract ins; Equity ?Cc t This bill Provider, for payment of interest on overdue amounts owed to vendors. We have reviewed similar legislative proposals in the past. Among these were H.P. 454, r,.R. 7S93 and l1.fl. 8305. Our position remains virtually unchanged. Such legislation is puni- tive in nature; it will result in increased costs to the government; and it does not provide a positive motivation between government and industry which should be one of our objectives. Subparagraph (7) Is confusing. In the para- graph it states that inters st may he paid on the amount due from the date payment is due to the date payment is matte. Beginning on line 0, however, it says that interest shall not accrue if the amount due is paid within 30 days of the date on which payment is clue. There appears to be a contradiction. in these statements. We believe what is meant is that interest is not paid if payment is made within the 30-day period. Payments made subsequent to the 31)-day period will accrue inter- est from the date on which payment is due.
