recommended change 407(b), Title IV. 0 expressed the
view that our change would have little chance of being
accepted by the Senate Select Committee since it seemed to
be open ended. He recommended instead, that the last three
lines of Paragraph b, Section 407 be changed beginning with,
"all the provisions of Chapters 137 and 139" to read as
follows: "All of the provisions of Chapters 137 and 139,
Title 10, may be waived for the effective performance of
functions authorized under this Act." The words, "regulations
issued thereunder" will be struck from the paragraph.
