Units of Measure
1. The referenced memorandum outlines the requirement
for each component of the Intelligence Cormnuni ty to prepare
a plan for conversion to the use of metric units in intelli-
gence reporting by 31 March 1975. Within CIA, the initial
requirements will be for the development of plans for training
personnel in the use of metric units of measure. While this
does not directly affect your Office, you should begin plan-
ning for eventual conversion to the metric system of measure.
2. Until recently, development of plans for converting
to use of the metric system was part of the DDA MOO process.
When metric legislation failed to pass in the Congress, the
metric objective was suspended. We must now reinstate the
objective, at least for those offices who will be technically
affected. You should also prepare a plan to be submitted as
part of the Agency response to USIB. Since the Adritinistraation
Directorate's plan is due by 17 March 1975, would you submit
your plans to the DDA Plans Staff no later than 10 March 1975.
