g. The Environmental Protection Agency said that the latest emission
standards (motorcycle exhaust) are totally metric. The majority
of standards, regulations, and guidelines are in dual units.
h. The Export-Import Bank reported that metrication would have very
little impact in its operations and areas of interest.
i. The Federal Energy Administration is currently preparing a handbook
of tables and conversion factors for combining and comparing inter-
national energy data.
The Federal Maritime Commission said that it has always accepted
metric units, as well as customary. To allow for further conversion,
a review of FMC's rules has been undertaken to determine what changes
will be necessary to effect full conversion.
k. The Federal Reserve System is observing developments concerning
metrication rather than developing programs.
1. The General Services Administration has developed a video-tape
briefing that will be used to educate all GSA personnel.
in. The Government Printing Office said that the rate at which GPO
converts is tied to a large degree to how rapidly both printers
and the paper industry respond to metric conversion. Thus far GPO
has been an active member of the Printing Industries of America
Metrication Committee, established an in-house metric committee,
conducted in-house educational programs, converted press sizes
from inches to centimeters, and put dual dimensioning on drawings
and paper weight specifications.
n. The National Labor Relations Board has determined that the significant
impact of metrication for the Board lies in the area of Federal
procurement standards and policies.
o. The Nuclear Regulatory Commission is actively participating in
ANMC's Power Generation Sector.
The U.S. Information Agency reported that many USIA employees
are familiar with and work with metric units.
The U.S. International Trade Commission has appointed metric
representatives in its six commodity divisions to keep current
awareness of metrication activities and their impacts.
Attached is a list of the proposed divisions and those agencies which
expressed an interest in each of the divisions. Also listed are other
divisions which were suggested by the respondents.

Synopsis of Formal Agency Metric Policy Statement - March 1977
Department of Defense
A Department of Defense Directive dated December 10, 1976, and entitled
"Use of the Metric System of Measurement" establishes policies for the
use of the metric system of measurement in the DoD. The policies appear
to be much more detailed than those of any other agency. The two most
important policy statements seem to be:
A. The Department of Defense will consider the use of the metric system
in all of its activities consistent with operational, economical,
technical, and safety requirements.
B. The metric system will be considered for use in all new designs.
When it is deemed not to be in the best interest of the DoD to
provide metric design, justification shall be provided. Further,
it will be considered in the procurement of all supplies and services.
Civil Aeronautics Board
The CAB issued a press release June 18, 1976, (CAB 76-89) announcing that
it would include metric conversion tables in its major statistical
publications. Board publications which will include metric conversion
tables are:

Federal Communications Commission
The FCC issued a Public Fotice dated August 3, 1976, announcing a
program to facilitate development and use of a single system of units
in the FCC rules. Metric units will be used in all new and amended rules.
Metric units will also be used on all applications, after complete
conversion to metric units in the rules is accomplished. In the interim,
the measurement system that is used in the relevant rules when filing
an application should be used.
