SUBJECT: New Communications Su ort Requirements for
FY 1980 - 1984 1
REFERENCE: DDA 77-5652 dated 21 October 1977

1. In accordance with referent memorandummwe have reviewed our
communications requirements for the period FY 1980-1984. The requirements
previously provided for the period FY 1979-1983 remain unchanged. Additional
requirements, both firm and conceivable, are as follows:
a. A firm FY 1980 requirement exists to transmit (computer to
computer) graphics material produced on a device similar to the Ge1ryi-
graphics from the Headquarters Building to the Printing and Photography
(P&P) Building.
b. It is anticipated that a backup for the infrared transmission
system will he required to achieve the necessary reliability. As you know,
your office has scheduled the installation and testing of the infrared
system between the Headquarters and P&P Buildings for January 1978. This
link should be operational by April 1978, and will be capable of handling,
ETECS, computer output microfilm, and MIS related traffic. According to
current plans, a link between the Office of Data Processing (ODP) and the
Headquarters ETECS center (ref our FY 1977-1981 requirements, OL 5-0543a)
will be installed prior to the end of FY 1978.

c. It is possible that, during the specified iV time frame,
increased data transfer rates -- probably computer-to-computer
speeds (9600 band) -- between the Office of Logistics (OL) in the

e. The prospect of obtaining additional space is poor at this
time, but there is a good possibility of acquiring space in the
future if the moratorium on federal acquisition of leased property
is lifted by the General Services Administration. At the present
time, we have requirements for approximately 85,000 square feet of
space for which we would require a secure voice system similar to
that installed in lI provided, of course, that the new building
secure voice speeds is within the realm of possibility for these
activities.
d. The possibility of installing a minicomputer and terminal
in our Building Services Branch, Logistics Services Division in the
Headquarters Building is being explored with ODP.
