I am enclosing copies of draft CIA procedures intended to imp]ernent
the requirements of Sections 2-303 and 2-309(`c) of Executive Order 12036.
These are two of the procedures relating to the activities referred to as
Group III activities in the paper that you circulated at the meeting in your
office on I F.ebruary.

The procedures deal with the following:
1. First set: covert procurement; and
2. Second set: provision of expert CIA personnel to
law enforcement authorities.
The remaining procedures required by the Order are in various staees
of completion. I am forwarding these two now, however, so that your efforts
at ]east as to these two subjects will not be delayed. I am prepared to discuss
these draft procedures with you at your convenience.
