SUBJECT: Foreign Liaison Conference Rooms
REFERENCE: Memo for Executive Committee Members fm
DDCI, dtd 8 Sep 80, Subject: Implementation
of Decisions Concerning Foreign Liaison,
EXCOM 9115-80, OL 0 4087
1. The EXCOM request for the Office of Logistics to
identify suitable space in Headquarters Building for foreign
liaison conference rooms continues to be studied by Logistics
Services Division.
2. All space in Headquarters Building is currently fully
utilized and recent free space has become available only by
the "move-out" of selected components. This space has all been
assigned to OGSR/NFAC which has a priority requirement to
relocate from Ames Building to Headquarters. The next scheduled
"move-out" will start upon the completion of At
that time, hopefully, space will become available for the
foreign liaison visitors conference room and other priority
requests.
3. We will continue to monitor the utilization of space
at Headquarters and if suitable conference space becomes avail-
able before thel "move-out", we will identify it for

DECISION NO. 10: That the Office of Logistics locate suitable
foreign liaison conference rooms near secondary entrances and
relocate the portraits of former DCIs and Presidents to another
corridor.
Action Taken: Portrait relocation had been completed by
mid-May. Of t ree conference rooms proposed by OL for foreign
liaison use, all were found unsuitable by DDO (reasons not
reported) and two of the three were not suitable to NFAC.
(lE4810 is an OCR operating office, not a conference room, and
1E4816 is unacceptable for security and other reasons).
Additional Action Requested: That DDA/OL determine the
availability of suitable conference rooms, confirming their
suitability with DO and NFAC/FLS; and that use of rooms
so designated for liaisons be commenced. Please advise in the
next progress report of the degree to which use of these meeting
facilities has changed previous patterns of movement by foreign
liaison visitors. (DDA, DO, NFAC)

As directed in the meeting of 8 September 1980, the
Office of Logistics did identify space for use as reception
areas for Foreign Liaison officials. However, the space
identified was not acceptable due to security reasons and
the continuing need for its use by NFAC/OCR.
There is no surplus space as such that would meet the
subject requirement. The OL will put this need at the top
of its priority list and will attempt through whatever means
possible to satisfy the requirement as soon as possible.
In the meantime, it is respectfully requested that those
offices requiring space for use by Foreign Liaison officials
identify such space from within current holdings.
