1. The Executive Committee will meet on Wednesday, 17 October 1979,
at 1:45 P.M. in the DCI Conference Room to address two agenda items:
the flow of intelligence to the Department of State and the release of
information to foreign nationals.
Decision will be required on the terms of reference
for a joint NFAC/DDO study on the flow of intelligence
to the Department of State.
Decision will also be required on the terms of reference
for a joint DDO/NFAC study on the release of information
to foreign nationals. You will also need to consider
which countries should be included in the study. Admin-
istratively, a draft Headquarters Notice and book message
25X1
to the field outlining this effort will need approval.
