FMC 74-1: Federal energy conservation
Supplement 1

TO THE HEADS OF EXECUTIVE DEPARTMENTS AND ESTABLISHMENTS
1. Purpose. This supplement revises Attachments "B" and "C"
to FMC 74-1, dated January 21, 1974, entitled Federal energy
conservation.
2. Background. The revision to FMC 74-1 is made as a result
of comments received from various Federal agencies and private
groups. The comments received on the parking policy contained
in Attachment "B" indicated that parking spaces assigned on
the 'basis of a severe physical handicap should not be con-
sidered employee parking for purposes of achieving the
required 10/90 carpool assignment ratio. The comments on the
lighting levels contained in Attachment "C" suggested that
greater flexibility was required to make the standards work-
able on a Government-wide basis.
3. Effect on other issuances. Federal Property Management
Temporary Regulations D-43 and D-44, dated February 8 and
February 20, 1974, will be amended to reflect this change.
4. Policy intent. The policy intent of this supplement is
to give agencies greater flexibility in assigning parking
Spaces to handicapped employees and in achieving prescribed
lighting standards.
5. Instructions. Remove Attachment "B" and pages 1 and 2
of Attachment "C" and insert the attached corresponding new
