ACTION: Circular A-118, Transmittal
Memorandum No. 1, dated November 8,

SUMMARY: The definition of those
handicapped personnel exempt from a
fee for parking at Federal facilities has
been modified based on consultation
with the President's Committee on
Employment of the Handicapped and
the Architectural and Transportation
Barriers Compliance Board. The
previous definition would have had the
unintended effect of excluding some
severely handicapped individuals.
