SUBJECT . OMB Circular on Employee Parking
1. Parking fees, if instituted, will place a heavy burden on
many PPG employees. PPG operates six days a week., twenty-four hours
a day. Employees who work the second and third shifts literally have
no means to get to the Agency except by car.
2. PPG night personnel or those who work irregular hours live
in widely scattered areas in the metropolitan area. Car pools are
all but impossible to form. For example, the PPG Registry's normal
work day commences at 0500, and members of the Section participate in
this early shift on an alternating basis. In addition, when the.,
President is away from Washington, the Registry is responsible for
delivering the PDB to the White House for transmittal to him wherever
he may be. Delivery times vary. Currently, members of the Registry
are reporting for duty at 0400 to provide this service. Hours such
as these are not conducive to the formation of car pools nor to taking
public transportation.
3. In many instances job requirements are such that an individual
cannot be in a car pool and must drive alone. I do not feel that a
person should be penalized by having to pay full parking costs be-
cause he or she is carrying out a job assignment, especially after
normal duty hours.
4. I agree that we should encourage car pools and the use of
public transportation. I believe, however, that employees who work
at night or have irregular hours should be exempted from parking fees
or pay, at most, only nominal fees.
