C. 20503 The .Director has asked izie to reply to your memorandum of April 7, 1972, requesting our comments on a draft Office of Management and Budget Circular being corsidered for adoption as policy applicable to Federal employee parking facilities. The subject of parking facilities coy mensurate with the efficient conduct of our operations continues to be of utmost concern to this Agency. We have Leen working with the General erviccs Administration (GSA) for many years to unsure that such facilit:ics contribute to c: mployee Productivity at minimal cost and are consistent with the availability of public transportation as well as environmental considerations. in view of this, we have reviewed the Circular draft with interest. It is foreseen that a policy and program to further the principles of uniform, equitable parkin, space acquisition, assignment, and cost will do much to increase the efficiency of those Federal elements located in congested urban areas of high-traffic density, as in cities such as New York and San Francisco, where the competition and costs for parking are greatest, and where adequate, high-volume mass transit systems are now in operation.
