SUBJECT: NSC Staff Inquiry About the "Pipes Report"

1. At 1530, 27 December 1976, John Marcum, NSC Staff called to inquire
about the status of the "Pipes Report." He said that reporters at Vail were
asking questions about the report, referring to the Binder article in the
26 December 1976 issue of the New York Times.
2. I advised him of the status of the three "B Team" reports. I pointed
out the several actions called for in the experiment which were not yet
completed. In response to his question, I described what the NSC staff would
eventually receive as a result of the experiment: A Team and B Team reports
along with A Team and B Team comments. I said I did not think the final package
would be ready until February.
3. Mr. Marcum said he would propose that White House officials respond
to questions about the report by acknowledging that it was prepared as part of
an experiment, that the report had not yet been forwarded to the White House,
that it would be inappropriate to comment on its findings before the report had
been reviewed.
4. At the time I talked to John Marcum I did not know that a copy of
the B Team report on Soviet strategic objectives had been forwarded toda to
