Forwarded at this time is a copy of a letter the CIA
History Staff has recently received from the office of the
Assistant Secretary of Defense requesting access for Mr.
Richard M. Leighton, an OSD historian, to CIA originated
documents that might be in the Eisenhower Library. Mr.
Leighton is working on the History of the Office of the
Secretary of Defense. This agency has verified Mr. Leighton's
TOP SECRET clearances, and this letter authorizes his access
to such CIA documents as required. As indicated in Paragraphs
3 and 4 of CIA Access Policy Concerning Presidential Libraries
(revised 12 July 1977), Mr. Leighton is free to take notes and
make copies of any CIA materials reviewed. Such notes and
copies of documents must be collected at the Eisenhower
Library and should be returned directly to the CIA History
Staff for review prior to final release (or denial) to Mr.
Leighton.
The Eisenhower Library will be notified of this agency's
decisions with reference to all documents and notes requested
by Mr. Leighton. Copies of this authorization are being for-
warded to Dr. Alfred Goldberg, OSD Historian and to Mr. Richard
A. Jacobs, Deputy Assistant Archivist for Presidential Libraries,
NARS.

This is to request that Richard N. Leighton, be
granted access to records at the Dwight D. Eisenhower Library,
Abilene, Kansas, containing CIA documents. Mr. Leighton, a contract
historian with this office, is preparing a volume of the History
of the Office of the Secretary of Defense and has a need to consult
these records. He has a Top Secret clearance. It is understood that
documents he selects for reproduction will first be presented to the
CIA for review.
