gave in Executive Session on Tuesday, 7 May, before the Cosnmfttss

I have "ached this concln.ton not so Much because of this
actual content of the testimony itee f, ? although a Tart Of the
question ?a4 answer section 'could bar, to he deleted for reasons
of security, ? but because of the precedent established.
In the past I have consistently turn the position that when
t Biro testimony which is related to the intelligence operations of
the Central Intsl.liseace Agency. tuch testimony ahoald not be subject
to "lease. This is a matt err of principle to protect the Agency
and IA consonant with the terms of the legislation creating the Agency
which places upon mne the responsibility "for protectinS intelligence
sources and methods from unauthorised disclosure^.
This precedent of non-disclosure of such testimony has been
consistently followed since the Agency was?estabti.hled gad I feet
that it is in the national interest that it should be adhered to in this
Instance. It this precedent shoold.bess be broken down. serious
problems would be created for the future.
I treat that you wilt' concur that this decision I. a wis? one.
