We received the subject draft in Office of Information Services (OTS) on 12 January 1983. The Information Security O4rersight. Office (IS00) has requested CIA's comments by COB 21 January 1983. Your cooperation in meeting this deadline by getting your comments to CRD by COB 20 January 1983 will be appreciated. (C) `? In addition to the draft guideline "General Guidelines for Systematic Declassification Review of Foreign. Government Information" and the covering letter from Steven Garfinkel, Director of IS00, we are attaching the following for your use and convenience: (U) a. A copy of "Guidelines for Systematic Review of Foreign Government Information Thirty Years Old or Older," issued by IS00 on 5 March 1980 in accordance with Executive Order 12065. 1). A copy of DCID on "Security Classification Guidance on Liaison Relationships with Foreign Intelligence Organizations and Foreign Security Services." CRD has reviewed the draft and recomme,ids the following additions/ changes : (U) a. Add to paragraph 2002.4(e): Information that results when U.S. departments, agencies, and military commands conduct, supervise or coordinate intelligence liaison with foreign intelligence and security services and. international organizations ata.y be declassified only In accordance with the mutual desires of the United States and the foreign government or international organitation whose interests are -involved. Retain paragraph D5 from the previous guidelines and add it to paragraph 2002.4 of the current guideline draft. Deletion of this paragraph weakens the position that each agency ultimately must be responsible for the declassification of its own information. c. Add to paragraph 2002.6(e)(3): (For detailed guidance on protecting U.S. foreign intelligence liaison relationships see Director of Central Intelligence Directive "Security Classification Guidance on Liaison Relationships with Foreign Intelligence Orgmitations and Foreign Security Services," effective as of 18 January 1982.) d. Adel to paragraph 2002.6(f): (3) information identifying tiny individual. or organization used to develop or support intelligence or counterintelligence sources or activities. e. Retain paragraph G2 from the previous guideline and add it to paragraph 2002.7 of the current guideline draft. This states the Basic premise for any declassification program. 4.
