Dear Mr. Kinney:
In response to Mr. Lowry's letter of 12 May 1981 we have reviewed the
two documents which were found during the systematic review of OSD records
and forwarded with his letter.
The first item, a memorandum of 5 December 1950 from the Director of
Central Intelligence to the Chairmen of the National Security Resources Board,
Munitions Board, Research and Development Board, and Military Liaison Committee
to the Atomic Energy Commission, on the subject "Atomic Energy Intelligence
Requirements" has been declassified.
The second item, a memorandum of 13 February 1947 from the Secretary of
the Joint Research and Development Board to Members of the Policy Council, JRDB,
on the subject "Program for JRDB-CIG Cooperation in the Field of Scientific
Intelligence" has been reviewed together with its attachment, JRDB 49/2, on the
same subject. The CIA interposes no objection to the declassification of these
documents.
The documents are returned to you herewith as requested.

SUBJECT: Request for Declassification Review
During the systematic review of all classified Office of the Secretary
of Defense (OSD) documents over 20 years old, the Declassification and
Historical Research Branch, Records Management Division, Directorate for
Correspondence and Directives, Washington Headquarters Services, turned
up the attached document(s).
The documents were either originated by your agency, contain information
for which your agency is the classification authority, or are otherwise
of interest to you.
It is therefore requested that your agency review the documents and
recommend declassification, continued classification at the present or
lesser level of classification, and/or review by other agencies. If your
agency is recommending continued classification, in accordance with Para-
graph 3-401, Executive Order 12065, it is requested that an authority for
continued classification be specified, along with a date for the next review.
The time permitted by Executive Order 12065 to reach the point where all
OSD documents over 20 years old have been reviewed, and the large volume
of over 20 year.bld OSD documents, make it necessary to request your res-
ponse within 60 days. In your response, you may wish to provide guidance
with regard to what categories of information you do and do not wish to
have referred to you in the future.
Your assistance in effecting this review will be most appreciated. Please
return the documents to Mr. Brian V. Kinney, Chief, Declassification and
Historical Research Branch, Records Management Division, Washington Head-
quarters Services, Room 1D517, Pentagon, Washington, D.C. 20301, upon
completion of your review.

SUBJECT: Atanic Energy Intelligence Requirements
1. The Central Intelligence Agency is at present reviewing
the detailed requirements for atomic energy intelligence needed by
planning levels of the government to provide a basis for planning
the production of intelligence estimates designed, insofar as possible,
to meet those stated. needs. The agencies represented an the Intelli-
gence Advisory Committee have already been requested to submit state-
ments expressing their intelligence needs.
2. Since your office is not represented an the Intelligence
Advisory Committee and since it may have a need for specific atomic
energy intelligence, you are invited to consider such need and deter-
mine if you have any statement of specific requirements which should
be included.
3. Any statement you may wish to eUhmit should be forwarded
directly to my Assistant Director for Scientific% Intelligence,
Dr. R. Marshall Chadwoll, vile has the responsibility for consolidat-
ing the requiremsnts fro:: all agencies. Sine(' he is endeavoring to .
complete the consolidation by 15 December 1950, your prompt action in
this matter will be appreciated.

1. In recognition of the importance to national security
of adequate foreign scientific intellieence, a series
of joint meetinirs have been held by the Joint Research
and Development 3oard and the Centra] Intelligence
Group in order to determine a program whereby the exist-
ing intelligence facilities could be strengthened by
closer cooperation between the two agencies.
2. As a result of these joint discussions, the Joint Re-
search and Development 3card and the irector of Central
Intelligence (pursuant to authority contained in Para-
graph 2 of Directive No. 1) have agreed to adopt
the program which is attached hereto as a basis for
future cooperation on matters of scientific intelli-
gence nature

1. Scientific intelliEnce. For the purrose of this paper,
scientific intellio;cnce is considered to include all matters
pertaining to foreign research and develoPment to the point
of production which have a bearing on the national security
of the United States.
, 2. The Scientific Branch, OFF, CI-1.
a. A Scientific ''ranch has been established within the
Office of Reports and Estimates, Central Intelligence
Croup, which will assume initiative and responsibility
for the development and coordination of an overall
national prograil of scientific inte1lif7ence.
b. The Scientific 3ranch will be headed by an individual
acce2tale to the Joint Research and Development 'Beard
and the Director of central lnt,(11147ence. In addition
to his other duties, he will serve as a scientific in-
tellirenco advisor to the Director of Central intelli-
gence.
c, it is recognized that, the Scientific Branch will func-
tion with intellectual freedom in consonance with its
official responsibilities. The Chief of the branch
will have direct access to CIO and J91-)7 activities

3. Responsibilities of,41J-Ae ,qcientific Branch, CIG. Tho Scientific
Branch, CIG, will be responsible for:
a. The development of scientific intelligence on a national
basis.
b. The continuing formulation and revision of fundamental
national scientific intelligence requirements in collabora-
tion with jRDB, the Army, Navy, Air Forces, State Depart-
ment, and other aclencies,
c. The formulation of definite plans and the coordination
of action required to implement national scientific in-
telligence requirements through adequate collection and
analysis of Information by all established means or
means capable of establishment.
d. Tho preparation of estimates of sciontific capabilities
and intentions of foreign nations.
a. The correlation of scientific estThintes with these in
other fields in the formulation of iutolligence estimatcs
of the overall strategic aituation.

JRT3 and the availability of a,lequate intelligence,
especially in rega'rd to asbessing our own military poten-
tial as compared to that of foreign powers in the scienti-
fic field. CloSO liaison between CIo, and JRDB will
therefore be required.
In implementation of such liaison, as authorized by para-
graph 2 of NIA Directive No. 1, CIC will:
(1) Provide JRDB with such available foreign intelli -encL
as is necessary in assessing the adequacy of our
national research and development program.
(2) Provide JRDB with detailed foreign intelligence on
scientific items of specific int,-,est.
c. In implementation of such liaison, J'D-3 will:
(1) Upon request from the Director of Central Intelli-
gence, cooperate in securing the necessary quali-
fied personnel for the Scientific ?,ranch, ORE,
(2) Provide the Chief, Scientific dranch, ORE, CIG, or
qup.lified representatives designated by him, with
such access to JRDB meetings and files as are
necessary in the accomplishment of the intelligence
mission of CIG.
(3) Upon request from the Chief, Scientific .2ranch, ORE,
CIC-, assist with, such facilities as it has at its
disposal in the solution of spccific scientific
intelligence problems.
( ) Assign a member of the Programs Division, ,TD73, to
the task of maintaining day-to-day liaison with CIO.

telligence objectives which come to the attention of
the Board and assist in the formulation of scienti-
fie intelligeeice requirements.
Encourage direct contact between the Scientific
Branch, ORE, CIG, and the JPDB.

improved methods, techniques and devices applicable
to intelligence work.
