REFERENCE: My memorandum to you dated 19 October 1981,

Attached herewith, for your information, is a letter from John R. Burke,
Deputy Assistant Secretary, Classification/Declassification Center, Bureau of
Administration, Department of State, which conveys to us the Department's
agreement to handle Top Secret material selected for the FRUS series as we
have specified.

Your letter of October 15, 1981 concerning Top Secret documents
in the compilations and samples collected for possible
publication in Foreign Relations of the United States was most
appreciated.
We have studied carefully the caveats with which you qualified
your authorization of relief from certain Top Secret document
controls which would normally pertain to such materials. All of
them are fully acceptable.
Concerning subparagraph (e) of your letter, we will advise you
when we have identified materials requiring review by your
respresentatives so that mutually satisfactory procedures may be
worked out for. the accomplishment of that review.
