CHm&rIAN6ON, MINORITY STAFF DIRECTOR Chief, Senate Liaison CIA July 6, 1983 REF: Your memo dated June 9, 1983 to Attached are galleys Historical Series. COMMITTEE ON FOREIGN RELATIONS WASHINGTON. D.C. 20510 1 or'1'.(~ F h 93 / y7 The comments of the Agency's Classification Review Division on these galleys have been reviewed by the Committee staff and questions have been raised about the reclassification of previously released material. The transcript of May 2, 1961 was released by the Committee in 1979 to Archives for use of researchers with the deletions requested by the CIA. Since that time, without the knowledge of the Committee, a private firm (University Publications of America in Frederick, Md.) has filmed all of the Committee's previously classified hearings at Archives and now has 6 reels of these hearings for sale. To make further deletions in the Historical Series might draw more attention to this material as well as setting a precedent for subsequent re- classification of declassified materials. It would be appreciated if the Committee could be provided with further justification for the reclassification of the material on the attached three galleys. (The subheads have been added in the editing of the Historical Series and can be revised.) In addition, the State Department has requested that the CIA review attached galleys :1 Their comments are as follows:25X1 We believe the excision on Galley Number might be reduced as in- 25X1 dicated with brackets in red ink if this is agree le with the Central Intelligence Agency. We would also have no objection to the release of the bracketed portions on Galley El with the concurrence of the Central Intell 25X1 gence Agency. It would be appreciated if we could receive a reply from the Agency by July 22.
