SUBJECT : Sanitized Version of Paper Given
to Joint Economic Committee
As is the case every year, the Joint
Economic Committee has asked that we sanitize
(i.e. declassify) my presentation to the Com-
mittee earlier this fall.
The material is straightforward and most
of the potentially controversial aspects--
defense spending in particular--have.already'
been in the press. Nonetheless, you may wish
to skim it. The sections which allude to our
discussions on defense spending are on pages
9, 18, 27, and 43. I think they are basically
might but want you to. be aware. On page 9
I am asking SOVA to include a paragraph or two
on the capabilities of Soviet forces and to
point out that the trends in defense spending
need to be viewed in the context of actual
expenditures and capabilities, particularly
vis a vis the US.

I will plan to clear the attached,-subject to
,the revision I noted above on page 9.
